As military and security forces face growing and changing threats around the world, the need for the development, test and evaluation and deployment of defence systems has grown exponentially. The increasing development and fielding of defence systems has led to the push toward accelerated test of concept and system fielding of mission critical systems. The Operational Test & Evaluation (OT&E) community has a vital role to play in assuring that these systems are effective, suitable and survivable in an operational environment. An independent and objective OT&E of how well systems will meet operational requirements provide a vital link between the developer and user. They are key elements of the system acquisition approval process.

Operational tests are designed to address critical issues regarding a system’s performance in realistic combat-like environments when operated by field personnel. They seek to answer questions about how safe, effective, reliable, maintainable, compatible and logistically supportable new systems will be.

Michael is the Associate Director of Teaching and Learning in the University’s Defence and Systems Institute, and the domain leader for test and evaluation (T&E). He led the development and teaching of the University’s technical subjects for the United Arab Emirates’ Land Force’s Defence Technology and Management Course.

His T&E Experience Includes:
Test & Evaluation Manager, Tenix Defence (Land Systems); Developmental and acceptance T&E of a family of tracked, light armoured fighting vehicles; Operational evaluation (OPEVAL) of a ground surveillance radar system; OPEVAL of a search and rescue radio direction finder system; Harbour trials of naval electronic warfare systems; OPEVAL of a maintenance-free battery system for Army vehicles; Commonwealth acceptance testing of the Australian Light Armoured Vehicle (ASLAV) family-of-vehicles; Developmental test & evaluation (DT&E) and OPEVAL of combat boot types and combat clothing; Environmental testing of EW systems and communications antennas; Commonwealth factory acceptance testing of a military wide-band digital receiver concept demonstrator; Exploitation trials of classified foreign military systems; DT&E firing trials of armoured weapon systems (UK); DT&E of armoured vehicle track link (UK); DT&E of a tank fuel system for use in the 1990 Gulf War (UK); DT&E of internal lighting requirements for combat vehicles (UK).
