In recent years, tremendous strides have been made in the improvement of existing and the development of new, more powerful, sensor systems. The result is a tidal wave of data which threatens to overwhelm, rather than assist, today's warfighter. Accurate and efficient management of information on the battlefield is vital for successful military operations. The process of automatically filtering, aggregating and extracting the desired information from multiple sensors and sources, and integrating and interpreting data is an emerging technology, commonly referred to as data fusion.

The power to exploit all relevant information rapidly and effectively is at the core of the net-centric operations paradigm. To further advance the knowledge and work on data fusion, the military will need to identify concerns in technological advancement, analyse current and future requirements, as well as overcome the major challenges faced, and how these challenges can be resolved. Evolving multiple sensor fusion systems & techniques will enable information superiority in multi-target detection, surveillance and battlespace awareness for many applications in C4ISR.

Alan Steinberg

Independent Consultancy

Alan Steinberg is recognised internationally as one of the leading experts in sensor data fusion, with over 35 years’ experience as a designer, developer and operational user of major multi-sensor targeting, electronic combat, and intelligence systems. He is a member of the JDL Data Fusion Group, for which he revised the well-known data fusion model, and is the recipient of the Mignona Award for outstanding achievement in data fusion. He has served on blue-ribbon panels for the US Government to evaluate and recommend technology developments and the restructuring of the Intelligence Enterprise. He provides seminars and technical support to fusion developments in the US, Europe, Australia, and Africa.

  • Current participation in National Intelligence Council STEP (Scientific and Technical Expertise Partnership) studies: Air and Missile Defense Advisory Panel (studying potential asymmetrical threats and mitigation techniques), Multi-Sensor Data Fusion (assessment of foreign data fusion capabilities) and LO/CLO (assessing foreign counter-low observable capabilities)
  • Support to Missile Defense Agency in Multi-Sensor Fusion, RF/IR Sensor Integration, Advanced Concepts and radar technology, including sensor fusion and management of RF and IR data for alignment/association, target tracking and discrimination
  • System Engineering and Technical Assistant to BMD Ground-Based Radar System Element Manager: designed, evaluated and supported acquisition for THAAD, NMD/GBR and UEWR radars
  • System Architect for DARPA Dynamic Tactical Targeting (DTT) system, involving fully integrated multi-sensor management and data fusion for diverse tactical targeting applications
  • Advanced radar signal processing algorithm development for national programs and for tactical ISR & EW systems: pulse-train deinterleaving, emitter classification/identification and geo-location
