Implementing Effective Strategies to Enhance the Protection of Oil Refineries, Pipelines and Its Installations from Security Threats
Oil and gas companies are constantly concerned on the oil and gas installations security. However, it is challenging to monitor the security of these infrastructures as they spans for hundreds of miles, vulnerable to sabotage and threats of attacks. Concerns on storage, thefts, illegal oil tapping are the growing concerns in Asia. Gain insights to how you can strategise to protect your assets by:
- Enhancing the protection of oil refinery, pipelines and installations by examining threat perception
- Devising an effective strategy to protect vital and sensitive installations and overcome threats
- Deploying efficient security management strategies at all gates and despatch points to enhance protection
- Detecting vulnerabilities in the security framework by performing an effective security audit on the refinery, pipelines and jetty

Assessing Vulnerabilities/Threats of Various Security Architecture System
SCADA and DCS systems are the heart of oil and gas control. With the evolution of technology has come the evolution of cyber threats to these systems and the associated pipelines, tank farms, refineries, offshore platforms and other production assets. A cyber incident could disable production, threaten safety or be combined with a physical attack for additional effect. Cyber security is vital, but security must not reduce the reliability or availability of these systems.
Participants will gain the following:
- Understanding of cyber threats to SCADA/DCS systems
- Understanding of impacts of cyber incidents to SCADA/DCS and pipelines, tank farms, refineries, offshore platforms and other production assets
- Understanding cyber security technologies
- Best practices in designing cyber security architectures while maintaining system reliability
- Experience in securing a range of oil and gas SCADA/DCS examples"

PRE-CONFERENCE WORKSHOP A
11 AUGUST 2008, MONDAY ● 9:00 AM – 12:00 PM
BUILDING CRITICAL SYSTEM FOR OFFSHORE SECURITY
Over the next 50 years, demand for world energy is seen to increase with growing population and urbanisation of developing economies. To meet the expectations of growing demand for energy, security managers have to minimise disruptions to oil supply by planning for effective security system. Increasingly more operators are looking to enhance their offshore security system as communication channel is a problem, on top of the vulnerabilities of offshore platforms in the open sea.
In Asia, many oil and gas operators are embarking on deepwater exploration and production activities. While precedent cases seems to reflect that attacks on offshore platforms are rare, security managers cannot afford to overlook the security, with increasing activities in deepwater exploration.
This workshop aims to discuss:
- Offshore security defence in general
- Presence of foreign/suspicious vessels at platforms
- Intrusion on platform/installation
- Physical security barriers at platforms
- Encroachments within 500m restricted zone of platform
- Fish bombing activities

DEVELOPING A WORLD CLASS PROTECTION SYSTEM FOR YOUR OIL AND GAS PROJECT
The tight energy market remains the Achilles heel of the global economy and its disruption will continue to be a high priority endeavour for those who seek to gain power and wealth through illegitimate means. Security managers are constantly improving and refining their asset protection measures to safeguard the facilities.
These heavy responsibilities often deter the security team from assessing and evaluating their system to ensure long-term security success. With the evolution of threats surrounding oil and gas infrastructure, it is becoming essential for security team to develop an impenetrable security system for assets’ protection.
This workshop aims to identify the actions necessary to lift core aspects of security performance to a level where the most determined adversaries are deterred. It will focus on seeing your project through the adversaries eyes and moulding your security resources to defeat his spectrum of options.
About your workshop leader:
Michael Humphreys is the Regional Manager Project Management in Asia Pacific for Control-Risks. Michael joined Control Risks after a distinguished career in the Australian Army which included command of an Infantry Battalion and service with the United Nations as military advisor to the Middle East Peace Process.
Since joining Control Risks in 2005 Michael has lead teams developing crisis and security solutions in Pacific, Asian and Middle Eastern countries for the resources, manufacturing, financial and hospitality sectors. This included development of crisis management plans and training for government health departments considering the potential impact of pandemic and national and transnational manufacturers concerned about reputation issues. Michael has also lead teams developing and implementing security master plans integrating physical, electronic, procedural and organisational protection mechanisms, particularly for the resource sector.
