It is widely recognised that defence agencies and contractors operate in a challenging environment that is charactisterised by the Government’s drive for performance and value for money. Adding significantly to this pressure is the fact that defence systems and equipment are consistently pushing the boundaries of innovation and technology. It is an environment fraught with risk for all parties, coupled with uncertainty, non-linearity and recursiveness, and is best viewed as dynamic and evolving systems.

It is broadly accepted that complex deference projects and programmes require a very different set of competencies and underpinning knowledge than those required for traditional projects. The competencies and foundations required to project manage complex military acquisitions and system support goes well beyond those required for traditional projects.

There is an urgent need in the defence environment to deal with highly complex projects in an ever-changing security landscape. While traditional approaches to project management, based on the Project Management Body of Knowledge, have been highly successful in delivering projects with relatively high scope certainty and low levels of development and complexity; they have been less successful in dealing with high level of complexity and uncertainty.

Professor Dombkins is a practicing complex project manager with over 35 years experience. He has developed project management solutions for some of the world’s most uniquely complex and pioneering projects in change, defence, ICT, mining, infrastructure and outsourcing. Dr Dombkins was awarded Australia’s inaugural Doctor of Technology for his exegesis on the Project Management of Complexity. He pioneered the development of relational contracting, and is the Father of Complex Project Management. Dr Dombkins specialises in leading complex programs and in the establishment of Enterprise Program Management Systems in governments and corporations to deliver strategic complex programs.

Dr Dombkins has led the establishment of complex project management in the Australian Defence Materiel Oganisisation (DMO), has advised the UK Ministry of Defence (MoD) on Governance Contracting and Complex Project Management, and advises the US Department of Defence (DoD) on System of Systems. Dr Dombkins authored the Complex Project Managers Competency Standard. His two recent books: Complex Project Management (2007) and Contracts for Complex Projects (2008) laid the foundations that have established complex project management as a specialist profession.
